The Real Lessons of Kosovo


None of the comparisons between the NATO/U.S. war in Kosovo and the war in Libya recognize the importance of the 1999 airstrikes on Belgrade in our winning that war. It was not until U.S. and other NATO aircraft bombed and destroyed much of Belgrade's infrastructure that hostilities in Kosovo ended. We showed no mercy to the Serbian people; according to Wikipedia, we destroyed their "bridges, military facilities, official government facilities and factories". We leveled power plants, water plants and the government broadcasting TV tower as part of Operation Noble Anvil--a typical DOD code-name for "let's hit these guys where they live". Sixteen months later, Serbian President Slobodan Milosevic resigned.
No one wants to wait sixteen months for Muammar Gaddafi to get out, but it sure doesn't look like he's considering it now. He won't leave until his followers desert him, and they won't desert him until they begin to feel the same pain that Serbians did after Nobel Anvil. I admit that I am feeling angry as I write this because two Western journalists were killed in embattled Misrata yesterday. As someone who sent cameramen into wars and revolutions for 20 years, I take their deaths as almost a personal insult. They were there to show the world Misrata's misery. The city has been pounded by Gaddafi's forces for over a month; its poorly armed civilian population battle house to house with Gaddafi's professional army. The army seems to be winning and what happens next may well be a massacre. The journalists, Tim Hetherington and Chris Hondros, were there to bear witness, now they are victims.
Meanwhile, NATO advances a timid strategy. Its airstrikes have been aimed at carefully selected targets in order to avoid "civilian" casualties. Tripoli is largely unscathed, while Misrata is in ruins.
If we learned anything from the war in Kosovo it is that he who suffers the most -- he who is in ruins -- loses the war. I believe it is about time that NATO, with the full participation of the U.S. Air Force, inflict pain upon those who support Gaddafi, civilian or not. In order to win, we must make Gaddafi's people suffer for his misdeeds. Then and only then will they throw him out, then and only then will the war end.
Two months ago we went into a war convinced that halfway measures would ensure our success. That hasn't worked. It's about time (and too late for the journalists who were killed yesterday) that we remember the real lessons learned in Kosovo--get all the way in or give it up. Use Tripoli as Belgrade was used or let Libya work out its own problems. We're not doing much good now.

Finally into sing of things


To be blunt about it, it took James Blunt most of his Beacon Theatre set to finally turn his outing into a sharp-edged show that engaged the crowd. The 37-year-old former British army captain, who served with NATO in Kosovo a decade ago, still has boyish good looks, loads of charm, incredibly good posture and a don't-give-up-the-fight attitude. After a shaky start that relied on a series of mid-tempo rock ballads, the singer, who was strapped into an acoustic guitar, offered a sarcastic plea to the crowd to get up and get moving: "I have a s - - - load of miserable songs -- you can sit then."
Then Blunt launched into his upbeat "Carry You Home," giving NYC a huge shout-out as the capital of the world. Still, only a handful of fans actually stood, briefly, before plopping down.

Undaunted, Blunt pushed harder as he sang in his reedy tenor, which is inspired by the distinctive style of R.E.M.'s Michael Stipe. Blunt's performance was consistently passionate, even during the slower material. His emotions rang loudest when delivering the heartbreak in "Goodbye My Lover," a tune for which he dismissed his five-piece band and performed solo, playing a shiny black upright piano.
And while the fans didn't follow Capt. Blunt's orders to stand, the sold-out house did deliver some outrageously beautiful, choirlike vocals during a number of tunes. Finally, 14 songs into his set, Blunt connected with the fans, getting them to shake as he laid down his lusty funk 'n' roll song "Turn Me On."
That was the night's turning point. There were no more "miserable" songs, and no more questions about how he has managed to sell more than 20 million albums. His energy and the quality of his songwriting explained everything.
Warm-up act Christina Perri, whose debut record is out next month, was surprisingly confident, considering how green she is -- it was her second show on her first tour, she said. Perri's a singer/songwriter with an earthy voice and a few very pretty love songs. She's perky, attractive and grateful to have given up waitressing a year ago after her song "Jar of Hearts" made the charts when it was featured on "So You Think You Can Dance."
Expect to hear more from her in upcoming months.

Nuclear problem of Japan

Nuclear Power has its nuclear problems. This was seen in the powerful country as Japan too. It is becoming an endless disaster for the Japan and the whole world. The Fukushima nuclear power station number three (3) is still spilling. Officials say it could take up to nine months to finally bring a runaway nuclear plant back under control - or even longer if anything else goes wrong.
The hope is to bring radiation levels down significantly within three months and then shutdown the core in another six, but government spokesman Yukio Edano said Monday that can only happen if "everything goes smoothly."
The crippled Fukushima-Dai-ichi reactors have been leaking radiation since the March 11 earthquake and tsunami that left 27,000 dead or missing and devastated a vast stretch of Japan's coast. Robots sent in to two of the damaged reactors Monday discovered radiation levels far higher than is safe for humans to enter.
Workers are continuing to inject water into the reactors to keep fuel rods cool, while simultaneously creating an outside system for dealing with the contaminated water when it comes back out. "There are many unknowns," said Kyushu University professor Kazuhiko Kudo, a nuclear specialist. "We are talking about people working in highly contaminated areas. It's not going to be easy."

EULEX under fire – suspends high ranking staff member and transfers others

The wheel of EULEX is turning. Now EULEX (EU Law Mission in Kosova) is facing misconduct and investigation. Fatmir Limja ex-Minister of Transport and Telecommunication and now member of the Kosova Parliament did announce that a European investigation team is investigating EULEX. The team recently has spoken to him and questioned him about the practices of conduct of EULEX during the investigation that they did on him.
Xavier Bout de Marnhac
EULEX is the EU’s biggest mission ever to have been launched in to Kosova when the country declared its independence. EULEX’s mission in 2008 was to oversee the Judiciary, Police and Customs services in the new country. EULEX has a staff of 3000 people and is led by the French General Xavier Bout de Marnhac.
One day after this was made public, EULEX released a press release stating that they have suspended a staff member and transferred others – without mentioning names.
"An international staff member working for the EULEX Rule of Law Mission has been suspended from his duties, and a number of other staff members temporarily transferred to other duties within the Mission, because of security concerns.
All the individuals worked as part of the Close Protection Team to the Head of Mission, with responsibility for his physical security. The suspension and transfers are taken as a protective measure because the team’s ability to carry out their duties has been compromised".
A separate internal investigation into allegations of abuse of authority and misconduct, which is nearing its completion, is unaffected and continues. The outcome of this investigation is expected before the end of this month.

Kosova Newspapers state that 1.6 million people registered so far in Kosova – census on the final days

My cousin Peter (Peter Rip) still bachelor didn’t want to register this time. Nor did my other cousin Frrok (Frrok Kosova) couldn’t register because him and his family of six where not in Kosova. But, they all are registered in our municipality of Klina and they have Kosova’s ID cards and passports.
Like them there are others who didn’t want or couldn’t register. But this is not a problem or an issue since most are officially registered in their municipalities. The census was not and should not be compulsory. Therefore, the 1.6 million inhabitants registered for two weeks it is a very, very good start. The last census was in 1981 and results were 1.8 million inhabitants including Serbs.

Reason why Serbs in the north didn’t want to register

There are two main factors why Serbs in the north of Kosova don’t want to register. 1. Is that the Serbian claim of having 230 thousand Serbs inhabiting the territory of Kosova will result fake, and 2. The average age of Serbs living in Kosova will result 56 years old.
What this will show is that for 10-15 more years majority of Serbs will face the natural death and there will be now need for any political settlement - what so ever.  
The registration of the Serb population in the Northern Kosova will start on the 20th of April. This time for real the world will know the real number of Albanians, Serbs, Turks, Romas and other ethnic groups living in the territory of Kosova.

Census in Kosovo extended until Tuesday

Census has been extended until Tuesday 19th of April. Rifat Blaku, chief of the Central Census Committee, told reporters today that the process has been extended in some municipalities of Kosova. Blaku did not disclose numbers of those registered so far. Blaku decided to extend the process on the basis of national interests and citing insufficient coverage in the field. In Prishtina only 200 thousand people have registered, Kosova media state.
The representative of the Office European Commission, Kjartan Bjornson, said the extension of the census is a result of the complexity of the process and said the deadline extension was understandable given the mistakes that could have been made, despite preparations that were made since 2005. Commenting on census in the northern part of Kosovo, Bjornson said preparations have been made and there are positive moves despite political problems which exist there. “We have seen participation in Serb-inhabited areas in the southern part of the country. It is clear that there are problems in the north, because it is a complicated political environment. There are plans for a special census and we are trying to find a solution with UNOPS”.

The preliminary results of census in Kosovo are expected to be published in June this year, while final results are expected to be published in May 2012. While Lumir Abdixhiku an analyst in a daily newspaper Koha Ditore writes about the importance of the population census but claims that the high hopes he had for the process disappeared when he was saw the census questionnaire which, according to him, lacks many vital parameters for a country. He says that according to European practices, citizens are not able to declare their ethnic background because the basis for their counting is their citizenship. However, this is not the case in the Kosovo census. Furthermore, the possibility to count people not present at the time of census is also a shortcoming, writes Abdixhiku as this can lead to adding or reducing the number of members in a family.

Obama’s Debt Plan Sets Stage for Long Battle Over Spending

President Obama made the case Wednesday for slowing the rapid growth of the national debt while retaining core Democratic values, proposing a mix of long-term spending cuts, tax increases and changes to social welfare programs as his opening position in a fierce partisan budget battle over the nation’s fiscal challenges.
After spending months on the sidelines as Republicans laid out their plans, Mr. Obama jumped in to present an alternative and a philosophical rebuttal to the conservative approach that will reach the House floor on Friday. Republican leaders were working Wednesday to round up votes for that measure and one to finance the government for the rest of the fiscal year.

Mr. Obama said his proposal would cut federal budget deficits by a cumulative $4 trillion over 12 years, compared with a deficit reduction of $4.4 trillion over 10 years in the Republican plan. But the president said he would use starkly different means, rejecting the fundamental changes to Medicare and Medicaid proposed by Republicans and relying in part on tax increases on affluent Americans.
The president framed his proposal as a balanced alternative to the Republican plan, setting the stage for a debate that will consume Washington in coming weeks, as the administration faces off with Congress over raising the national debt ceiling, and into next year, as the president runs for re-election.
Mr. Obama named Vice President Joseph R. Biden Jr. to lead the negotiations with Congress, which the administration hopes will produce the outlines of a deal by the end of June, though a detailed agreement might have to await the outcome of the 2012 election. Mr. Biden played a similar role in talks that averted a government shutdown at the 11th hour, over issues far less thorny than those on the table now.
In a 44-minute speech to an audience at George Washington University that included Representative Paul D. Ryan of Wisconsin, the author of the Republican plan, Mr. Obama was often combative and partisan, saying the Republican approach would hurt the elderly by driving up the cost of medical care, deprive millions of health insurance and starve the nation of investments in its future.
“These are the kind of cuts that tells us we can’t afford the America that I believe in,” he said. “I believe it paints a vision of our future that’s deeply pessimistic.”
“There’s nothing serious about a plan that claims to reduce the deficit by spending a trillion dollars on tax cuts for millionaires and billionaires,” the president continued, as Mr. Ryan sat stone faced. “There’s nothing courageous about asking for sacrifice from those who can least afford it and don’t have any clout on Capitol Hill.” 
Yet Mr. Obama acknowledged that the rising medical costs and the mounting debt required action. And he warned Democrats that his administration would have to cut cherished programs and strictly limit the growth of Medicare and Medicaid. “If we truly believe in a progressive vision of our society,” he said, “we have the obligation to prove that we can afford our commitments.”
Mr. Obama said he would meet his $4 trillion deficit-reduction target by cutting spending across a range of government programs, from farm subsidies to federal pension insurance.
He called for cutting $400 billion more in military spending — twice what his defense secretary, Robert M. Gates, told Congress was the largest cut he could recommend.
In a sign of the tensions the plan may cause within the administration, officials at the Pentagon said Mr. Gates was not told of Mr. Obama’s proposal until Tuesday. In a statement, a Pentagon spokesman, Geoff Morrell, said that “further significant defense cuts” would reduce the military’s capability. “It is important that any reduction in funding be shaped by strategy and policy choices, and not be a budget math exercise,” Mr. Morrell said. Republicans criticized the plan, both for the cuts in military spending and for what they said was an overall lack of detail. 
“Republicans, led by Chairman Ryan, have set the bar with a jobs budget that puts us on a path to paying down the debt and preserves Medicare and Medicaid for the future,” Speaker John A. Boehner said in a statement. “This afternoon, I didn’t hear a plan to match it from the president.” Mr. Boehner repeated a threat to refuse to raise the $14.3 trillion ceiling on the national debt, which the government is likely to breach in early July, unless the administration agrees to rein in spending and deficits. The administration has sought to keep the debt ceiling issue separate from the broader budget debate, and Mr. Obama addressed it only indirectly on Wednesday.
“If our creditors start worrying that we may be unable to pay back our debts,” Mr. Obama said, “that could drive up interest rates for everyone.” Still, in what some analysts said was a gesture to Republicans, Mr. Obama said his plan would contain a trigger to require across-the-board spending cuts if, by 2014, the federal debt was still projected to be rising as a percentage of the total economy.
The trigger would apply not only to spending but also to what the administration calls “tax expenditures” — essentially payments to taxpayers for deductions for charitable donations or home mortgages.
The use of the phrase “tax expenditures” allows the administration to lump tax-related issues into the spending category. Mr. Obama was more direct in his call for allowing the Bush-era tax cuts for higher-income Americans to expire in 2012.The president agreed to extend the cuts last December, as part of a budget deal with the newly elected Republican majority in the House. Now, with the economy getting back on its feet, Mr. Obama attacked the demand by Republicans to make the lower tax rates permanent as emblematic of their plan to enrich the wealthy on the backs of the elderly and poor.
“They want to give people like me a $200,000 tax cut that’s paid for by asking 30 seniors to each pay $6,000 more in health costs? That’s not right, and it’s not going to happen as long as I am president,” Mr. Obama said, his only line that drew applause. While Mr. Obama’s plan does not detail specific cuts, analysts said it offered enough detail to set off a substantive debate with Republicans. Some said the proposal for capping the annual cost increase in Medicare and Medicaid to just above the economic growth rate was surprisingly conservative. Others said they were pleased that Mr. Obama had called for overhauling Social Security, even if he was vague and said it was not a leading culprit for the deficit.
“It looks like Ryan smoked him out, so to speak,” said Rudolph G. Penner, a senior fellow at the Urban Institute.
Mr. Penner said Mr. Obama’s plan hewed closely to the recommendations of his commission on deficit reduction. Mr. Obama did not explicitly endorse those recommendations when the commission submitted its report in December — a decision that fueled criticism from Republicans and some Democrats that he was not facing up to the tough choices in the budget debate.
The co-chairmen of that commission — Erskine B. Bowles, who was a chief of a staff to President Bill Clinton, and former Senator Alan K. Simpson — were in the audience Wednesday, along with Mr. Biden. At one point, Mr. Biden appeared to nod off, closing his eyes for 30 seconds.
