Dell: Krasniqi is challenging internationals


U.S. Ambassador Christopher Dell has reacted harshly to Assembly Speaker Krasniqi’s refusal to call for the removal of immunity of several MPs who are under investigation. In an interview for Voice of America, Dell said Krasniqi chooses to challenge the international community and the best friends of Kosovo in order to protect one or two of his friends.
“Until Mr. Krasniqi does not show a higher level of responsibility to solve numerous problems he had so far it will be impossible for the United States to continue to work with him as a partner,” Dell was quoted as saying.
While Mr. Krasniqi states that resolution to clarify immunity of MPs is anti-constitutional. Kosovo Assembly Speaker Jakup Krasniqi sent a letter to EULEX chief Xavier Bout de Marnhac stating NO to the EULEX’s request for the Assembly to adopt a resolution which would authorize the government to seek explanations from the Constitutional Court if MPs in Kosovo have immunity during arrests.
Relying on the opinion of the Legal Office of the Assembly, Krasniqi wrote that there is no contesting issue in the legislation which regulates the immunity of MPs that would call for a ruling by the Constitutional Court. Moreover, Krasniqi said he was surprised that the government was trying to exercise a constitutional function through a non-binding act such as the resolution.
“If there were a need for an Assembly resolution to set in motion the government which would then call on the Constitutional Court, the Constitution would have determined such a thing. Therefore, in our opinion, such a resolution would constitute an anti-constitutional act,” Krasniqi wrote.
Daily newspaper Zëri reports on the front page that it conducted a poll with over half of MPs, whereby the majority of respondents said they support Krasniqi’s position.
Rumors are that Krasniqi’s note is only a draft letter and that he still hasn’t officially replied to EULEX.
